Law does not function solely as a set of norms regulating social behavior, but also as a system of meaning communicated to the public. The effectiveness of law is largely determined by how it is understood, accepted, and socially recognized. This article aims to examine the relationship between legal communication and social legitimacy through an interdisciplinary approach that integrates perspectives from legal studies, communication studies, and sociology. The method employed is a literature review using an analytical–qualitative approach to theories of legal communication, legitimacy, and communication practices in law enforcement. The findings indicate that legal legitimacy is derived not only from formal legality but also from communication processes that are transparent, participatory, and contextual. When legal communication fails to bridge state interests and public understanding, law risks losing its social legitimacy. Therefore, strengthening legal communication becomes an essential strategy for building public trust and fostering sustainable legal compliance.
