This study aims to develop a collection of short stories with the theme of complaints as a medium for emotional literacy for high school students. This book is designed to help students recognize, understand, and express their emotions through stories that are relevant to the lives of teenagers. The research method used is the research and development (R&D) method with the ADDIE (Analysis, Design, Development, Implementation, Evaluation) development model. The techniques used in data collection are interview techniques, observation techniques, questionnaire techniques, and documentation techniques. Data analysis uses two methods, namely qualitative analysis of data from the description of interview results and suggestions and input from the development product, while for quantitative data analysis, the questionnaire results are analyzed using descriptive statistics to measure changes in students' emotional understanding and the book's effectiveness test is carried out by comparing pretest and posttest scores. The results of the study indicate that this collection of short stories is effective as a medium for learning emotional literacy, as shown through validation tests by material experts and media experts who gave the category "very valid". Students who use this book feel more able to express their feelings and understand various emotions in everyday life. Thus, this collection of short stories is expected to be an innovative, relevant, and interesting means of emotional literacy for high school students.
